Howell named MELC Assistant Principal

February 18, 2026 - Mexico Public Schools is proud to announce that Rachel Howell has been named the new assistant principal at McMillan Early Learning Center (MELC).
Howell brings 17 years of teaching experience to the role, including 13 years in kindergarten, completing six at McMillan and seven at Eugene Field. Prior to joining Mexico Public Schools, Howell taught first and second grade at Van-Far.
Howell said she is excited for the opportunity to continue serving the McMillan community in a new capacity.
“I’m excited about the opportunity to help lead MELC because it allows me to support students, staff, and families on a broader scale while staying grounded in what matters most: strong relationships and meaningful learning,” Howell shared. “Having spent my career in early childhood classrooms, I understand the daily realities our teachers face and the importance of meeting students where they are. I’m honored to be part of the work happening at MELC and look forward to growing and learning alongside this incredible community.”
Her journey into education began at the University of Missouri-Columbia, where she initially pursued a degree in anthropology before discovering her passion for early childhood education while working at the university’s Student Parent Center. She earned her Bachelor of Early Childhood Education from Mizzou in 2008 and is currently pursuing her Master’s in Educational Leadership at Northwest Missouri State University.
At Mexico Public Schools, Howell serves on the CTA Committee and the district Math Team. At McMillan, she is a member of the Building Leadership Team, a kindergarten team leader, a teacher mentor, and the building’s Project Lead The Way (PLTW) leader.
“It is with great excitement that I welcome Mrs. Howell to our leadership team at MELC,” Dr. Anne Billington shared. “Her passion for student success and commitment to fostering a positive school culture make her a perfect fit. I look forward to working alongside Mrs. Howell to support our teachers, students, and our school community.”
Howell and her husband, Drew, have been married for 17 years and are both originally from Bowling Green, Missouri. They have two children, Parker, 16, and Jax, 11, who attend school in the district. The family stays busy with athletics, school activities, and Jax’s love for animals and reptiles.
Mexico Public Schools looks forward to the leadership and experience Mrs. Howell will bring to McMillan Early Learning Center as the district continues its commitment to early childhood excellence.
